Scope of the Mandate:
The scope of the program requires the testing and verification of goods in order to ensure that they comply with the standards stipulated by MASM and that they are eligible to be imported into Mongolia.  

Introduction
MASM issued a Decree No: 348 , requiring that a joint Certificate of Conformity be issued by SGS Société Générale de Surveillance (SGS) on behalf of and under the authority of the Mongolian Agency for Standardization and Metrology, for all imports subject to the Conformity Assessment program.

The Decree further states that the presentation of a Certificate of Conformity is a mandatory requirement for Customs clearance in Mongolia for those goods subject to the Conformity Assessment program.

These new requirements come into effect for all goods subject to the program which are shipped to Mongolia on or after the 1st of December 2007, as per Circular by the Mongolian Agency for Standardization and Meteorology (MASM) .

Description of Actual Services Provided by the SGS Staff:
Mongolia imports over 80% of its consumer goods and 60% of its foodstuffs. The SGS CA programme will therefore assist trade facilitation by ensuring:

  • That goods imported into Mongolia conform to the Mongolian Standards or other standards approved by MASM.
  • That trade fraud and malpractices are minimized, especially counterfeit goods.
  • That the health and safety of the community are protected.
  • That information is adequate to enable accurate customs classification.
  • That  the goods are eligible to be imported into Mongolia.
