The Programme
The Public Authority for Industry of the State of Kuwait (PAI) has been implementing the ‘Kuwait Conformity Assurance Scheme’ (KUCAS) since 17 June, 2006. KUCAS is a set of procedures carried out by PAI to verify the conformity of all ‘Regulated Products’ to the Kuwait’s Technical Regulations and approved Standards.
Exporters & manufacturers with consignments of regulated products to be shipped to Kuwait may complete the conformity procedures prior to shipment through one of the Certification and Inspection Bodies approved by PAI (e.g. SGS) in accordance with the KUCAS Guidelines.
The Objectives
The key objective of KUCAS is to make sure that the all imported 'Regulated Products' meet the mandatory quality, safety, and security requirements of the Kuwaiti technical regulations and standards approved by PAI.
The conformity assessment and verification activities will be conducted at various exporting countries, this will facilitate trade and eliminate losses that importers may be exposed to in case they have to re-export the products not found in compliance with the mandatory requirements.
The Solution
SGS fulfils all the qualification criteria set for the accreditation of Certification and Inspection Bodies and is working in close partnership with PAI. SGS is approved by PAI for issuing Technical Inspection Reports (TIR) and Technical Evaluation Reports (TER).

SGS Services
SGS offers the following services to help the exporters comply with the KUCAS requirements and obtain TIRs and TERs after completion of one or a combination of the following activities:
- Physical inspection prior to shipment
- Sampling, testing and analysis in accredited laboratories
- Audit of product manufacturing processes
- Documentary check and assessment of conformity with the requirements of the applicable technical regulations and standards (KSS, GSO, IEC…)
