Scope of the Mandate
To protect Intellectual Property Rights particularly relating to copyrights, and to ensure due implementation of Article 11 Paragraph (5) of the Regulation of Government of Republic of Indonesia (PP) Number 29 of 2004 on High-Tech Production Machinery For Optical Discs Manufacturing, by means of a regulation governing imports of machinery, machine accessories, raw material, prerecorded and recordable/rewritable optical discs;

Description of Actual Services Provided by the SGS Staff

In its capacity as the sub contractor of the Surveyor named in the Decree for the verification or technical survey of Precursor imports, SGS  verifies, surveys and provides:

a.  true and accurate data on the identity (name and domicile) of the exporter and importer;

b.  the accuracy of the serial numbers and issue dates of the Designation as Registered Importer [IT], and the serial number and issue date of permit to import machinery, machine accessories, raw material and optical discs;

c.  the accuracy as of category of goods, Tariff Category/HS and the Chemical Abstract Services [CAS] of the machinery, machine accessories, raw material and optical discs imported;

d. the specifications of raw materials imported to produce optical discs;

(Procurements of optical discs raw materials such as polycarbonate must satisfy the following conditions:

  1. Certificate of Analysis from Polycarbonate manufacturer therein detailing melt flow index analysis, for both Optical Grade and non Optical Grade types and the technical specifications must correspond with the lot number (serial number of production);
  2. Optical Grade Polycarbonate must come in jumbo bags of 500 kg or above, which bags shall detail manufacturer logo, name of factory, lot number (production serial number), country of origin, weight, type of Polycarbonate and such other {particulars called for by} applicable provisions of laws;

In the case of Recordable/Rewritable Optical Discs, their surface must be clear-smooth, absence of any signs of process of data loading.

Prerecorded Optical Discs must meet the following conditions:

  1. Prerecorded Optical Discs must be accompanied with letter of statement / license agreement / with certified true copy of license from copyright owners;
  2. Each piece of Prerecorded Optical Disc must carry data as regards production code/SID CODE (Stamper and Moulding);
  3. In the case of Prerecorded Video Optical Discs, they must be accompanied with censor-pass  from Indonesia’s Censor Authority;

e.  the accuracy of the quantity or volume of machinery, machine accessories, raw material and optical discs;

(Machinery and  Machine Accessories for Optical Discs must also meet the following technical specifications:

  1. The main unit (mastering) must be of glass material cylindrical in shape and such other parts required for manufacturing Optical Discs with components such as Laser Beam Recorder (LBR), process and electroforming unit;
  2. The stamper unit must be affixed with identification control, namely SID CODE on its surface, and must be cylindrical in shape, of metal material and others, 1.2 mm thick, 140 mm diameter; and
  3. Recorder unit which uses laser beam with component: Laser Beam Recorder (LBR), and constitutes a sub-unit of point a above;
  4. System for processing signal required for recording apparatus which uses laser beam, which is a sub-unit of point a;
  5. Equipments required to make master of glass material laid with photoresist layer, which is a sub-unit of point a;
  6. Equipment of Electroforming unit required to produce stamper;
  7. Equipments required for the final process of producing stamper, consisting of stamper back finisher, center hole and outer edge punch;
  8. Lines of production for bonding of Optical Discs;
  9. Injection molding machinery and other components required for mass-producing Optical Discs, with primary components: injection moulding, metalizer and Polycarbonate (PC) dryer;
  10. Moulds and components thereof, consisting of 2 (two) parts, one of which must carry the SID CODE;
  11. Equipments required to bond layers of Optical Discs, among others Bonding Machine;
  12. Metalizer, namely such unit which produce layers in order to reflect beams coming into Optical Discs, made of material such as Aluminum (Al) and such other materials;
  13. Equipments required to run Optical Discs in order to add varnish layer, with component: lacquer spin coater which use lacquer resin;
  14. Imitation of wires of bonded Optical Discs, tiny components which function as supporting elements;
  15. Equipments required to increase storage capacity of Optical Discs.
  16. Machinery and other equipments required for preparing the master and producing finished Optical Discs, such as compressor unit, packing machine and others.

f.  the accuracy as to the producing country or country of origin of the machinery, machine accessories, raw material and optical discs; and

g.  the accuracy as to the number of packages containing machinery, machine accessories, raw material and optical discs.

To attach label or seal onto the packages containing such imports of machinery, machine accessories, raw material and optical discs to prove that such labeled packages have been duly verified.
